Mission
The Global Humanitarian Disaster Consulting Institute (GHDCI) empowers local and national initiatives to design sustainable, culturally grounded, and rights-based solutions that strengthen resilience before, during, and after crises. Through advanced training, legal and policy expertise, and technical assistance, GHDCI equips institutions and communities to anticipate risks, manage disasters, and recover with dignity. By integrating humanitarian principles, disaster law, and governance innovation, the Institute promotes safety, accountability, and sustainable development for vulnerable and crisis-affected populations.

The Global Humanitarian Disaster Consulting Institute (GHDCI), formerly the Centre de Recherche JURISCONSULTE (CRJ), is a dynamic, forward-thinking research and capacity-building institution committed to advancing effective, inclusive, and rights-based humanitarian protection, sustainable development, and disaster governance throughout Sub-Saharan Africa. As a trusted and strategic partner for both local communities and national actors, GHDCI provides expert legal, technical, and operational support to strengthen local resilience, disaster preparedness, and institutional capacities for risk reduction and recovery.
At the heart of our mission lies a commitment to empowering grassroots initiatives and supporting locally led development processes that are culturally grounded, socially inclusive, environmentally sustainable, and climate-resilient. We work closely with governments, civil society, private actors, and international organizations to ensure that humanitarian and disaster interventions are context-sensitive, ethically governed, and responsive to the real and evolving needs of communities—particularly those facing vulnerability, marginalization, displacement, or exposure to recurrent crises.
GHDCI envisions a future where every individual in Sub-Saharan Africa can enjoy dignity, justice, safety, and resilience in the face of both human-made and natural disasters. To achieve this, we provide direct and context-adapted assistance to populations in crisis—prioritizing both the urgent fulfillment of humanitarian needs and the long-term strengthening of community recovery, legal protection, and sustainable livelihoods.
At the same time, GHDCI supports the efforts of public institutions, private companies, civil society organizations, and international partners by helping them integrate disaster risk management, humanitarian law and policy, and international human rights standards into their operational frameworks and governance systems. Through evidence-based research, advisory services, and multi-sectoral coordination, we foster transparency, accountability, and compliance with global frameworks such as the Sphere Standards, the Core Humanitarian Standard, UNGA Resolution 46/182, Sendai Framework for Disaster Risk Reduction (2015–2030), and ISO 22320:2018 Emergency Management Guidelines.
